Lagos Blue Line Phase Two Set for Q1 2027 as State Records 737,000 Traffic Violations

Lagos State has set a first-quarter 2027 completion date for the second phase of its Blue Line Rail System, which will extend the corridor from Marina to Okokomaiko, as the state transportation commissioner reported that over six million passengers had been moved on the existing Marina to Mile 2 segment since its inception.

Commissioner for Transportation Oluwaseun Osiyemi, speaking at a ministerial press briefing marking the second-term seventh anniversary of the Sanwo-Olu administration, said the Phase 2 infrastructure development involving continued track construction, station development, power systems installation, and supporting rail expansion was progressing and would be operational within the stated timeline.

He said the state had also expanded the Red Line, a 37-kilometre rail route from Agbado to Oyingbo, through the procurement of 24 new coaches and reduced travel time on the Blue Line from 18 to 10 minutes following the deployment of new coach sets. Additional coaches for the Red Line were expected before the end of the year, which he said would significantly boost daily passenger capacity.

On the Green Line project, a planned 68-kilometre rail connecting Marina to the Lekki Free Trade Zone through Victoria Island, Lekki, Ajah, and Shangotedo with approximately 17 stations, Osiyemi said funding had been approved by the Federal Executive Council and an MoU signed with a Chinese company, with the line designed to transport 35,000 passengers per hour.

The state recorded 737,340 traffic violations through its Automated Number Plate Recognition camera system during the review period, while 1,114,080 roadworthiness certificates were issued. Osiyemi also announced plans to introduce a Lagos State driver’s license operating alongside the existing federal license, describing the initiative as designed to simplify access to licensing services and strengthen transport regulation.
