Nigeria and Germany Sign €65 Million Development Deal, Discuss €300 Million Credit Facility

Nigeria and Germany have reinforced their bilateral partnership through new financial and technical commitments spanning agricultural transformation, climate and energy transition, skills development, health systems strengthening, and digital governance, formalized through the signing of a Summary of Record in Abuja and supported by Germany’s commitment of approximately €65 million in new cooperation funding.

Both governments also discussed a proposed €300 million export credit guarantee framework designed to mobilize private investment and expand long-term financing for strategic infrastructure projects in Nigeria. Officials said the financing arrangements were intended not only to provide direct support but to unlock broader capital flows across priority sectors of the Nigerian economy.

Minister of Budget and Economic Planning Abubakar Bagudu described the partnership as a key milestone reflecting shared priorities anchored on mutual respect, sustainable development, and inclusive economic growth, and expressed appreciation to the German federal ministries, KfW Development Bank, GIZ, and other implementing partners for what he described as forward-looking negotiations.

German institutions and private sector actors including Siemens and SAP played visible roles in the engagement, with Siemens highlighting its energy sector skills and infrastructure work and SAP presenting digital solutions for modernizing tax administration. The German delegation also referenced ambitions to support large-scale skills development targeting up to one million Nigerians in technical, digital, and vocational competencies.

Both governments described the agreements as the beginning of deeper implementation-focused cooperation rather than an endpoint, with German officials emphasizing a signing today, implementation tomorrow approach and Nigeria reaffirming commitment to ensuring effective coordination and delivery of all agreed programs.
