Uba Sani Signs Three Landmark Laws to Boost Energy, Agriculture, Climate Governance in Kaduna

Governor Uba Sani has signed three major laws aimed at accelerating economic growth, strengthening institutions, and promoting sustainable development in Kaduna State.

The legislation includes the Kaduna State Electricity Law, 2026, the Kaduna State Agricultural Development Fund (KADFund) Law, 2025, and the Kaduna State Climate Change Advisory Board Law, 2026.

In a statement issued by the Commissioner for Information and Culture, Ahmed Maiyaki, the Kaduna State Government described the enactment of the laws as a significant milestone in the administration’s efforts to transform key sectors of the state’s economy.

According to the statement, the new legal framework is designed to enhance energy access, boost agricultural productivity, strengthen climate resilience, and attract investments through improved institutional structures.

Deputy Chief of Staff for Legal and Legislative Matters, Dr. Mustapha Musa, described the laws as one of the most comprehensive governance reform packages introduced by the state in recent years.

Electricity Sector Reform

The Kaduna State Electricity Law, 2026 establishes the Kaduna State Electricity Regulatory Commission, which will oversee electricity generation, transmission, distribution, and supply within the state.

The law is expected to create opportunities for private-sector participation, support renewable energy projects, and improve electricity access for residents and businesses.

Agricultural Development Fund

The KADFund Law, 2025 creates a dedicated financing mechanism to support farmers, cooperatives, agribusinesses, and other stakeholders across the agricultural value chain.

The fund will provide grants, soft loans, technical support, and investments in critical infrastructure aimed at improving food security and increasing agricultural productivity across the state.

Climate Governance Framework

The Kaduna State Climate Change Advisory Board Law, 2026 establishes a framework for climate action, environmental sustainability, and climate finance mobilisation.

The law is expected to facilitate the integration of climate considerations into development planning while strengthening the state’s capacity to respond to environmental challenges.

Commitment to Sustainable Development

Maiyaki said the three laws reflect Governor Sani’s commitment to building resilient institutions capable of driving inclusive growth and improving the quality of life of citizens.

He noted that the reforms are designed to strengthen food security, attract investment, expand economic opportunities, and position Kaduna as a leading example of innovation and sustainable governance at the subnational level.

According to the state government, the new laws lay the foundation for long-term economic transformation and reinforce Kaduna’s ambition to become a competitive hub for investment, agriculture, renewable energy, and climate-responsive development.
