Performance, 7.06 Million Voters to Shape Lagos 2027 Governorship Election — Don

Governance performance, economic realities and voter participation are expected to play decisive roles in determining the outcome of the 2027 Lagos State governorship election, a Professor of Economics at the University of Lagos, David Oke, has said.

In an analysis titled “Lagos 2027 Governorship Election Environment,” Oke identified Lagos’ 7.06 million registered voters—the highest voter population in Nigeria, according to the Independent National Electoral Commission (INEC)—as a major electoral asset that could significantly influence the race.

The economist, however, noted that beyond voter numbers, public policy issues, turnout patterns, demographic shifts and youth mobilisation would be critical factors in shaping electoral outcomes.

Lagos, Nigeria’s commercial nerve centre and largest economy, remains one of the country’s most politically strategic states. According to Oke, the state’s electoral dynamics are influenced by rapid urbanisation, migration, economic opportunities, infrastructure demands, governance performance and evolving demographic trends.

He observed that Lagos is home to one of the most diverse populations in Nigeria, comprising people from different ethnic, religious and socio-economic backgrounds.

“The state’s key demographic groups include youths, professionals, entrepreneurs, informal sector workers, students, public servants and retirees, making its electoral environment both complex and dynamic,” he said.

Oke noted that the growing influence of young voters is expected to become even more significant ahead of the 2027 elections, as political parties intensify efforts to broaden their appeal across various segments of the population.

The professor also highlighted the unique structure of Lagos’ political landscape, pointing out that the state comprises 20 constitutionally recognised local government areas (LGAs) and 37 Local Council Development Areas (LCDAs), creating a broad and multifaceted electoral terrain.

A major concern identified in the analysis is voter turnout. Despite consistently recording the highest number of registered voters in the country, Lagos has historically witnessed relatively low voter participation during elections.

According to Oke, voter mobilisation and turnout could emerge as decisive factors in the governorship contest.

“The state with the highest number of registered voters does not necessarily produce the highest number of actual voters on election day,” he stated, stressing the importance of converting voter registration into electoral participation.

Beyond electoral calculations, the report identified several policy issues that continue to dominate discussions among Lagos residents. These include transportation and traffic management, affordable housing, flood control, job creation, education, healthcare delivery, security, environmental sustainability, digital economy development and infrastructure expansion.

Oke argued that the capacity of political parties and candidates to address these concerns and present practical solutions could significantly influence voter preferences.

Looking ahead to 2027, the economist outlined several possible scenarios that analysts and political observers may consider, including continuity in governance, stronger multiparty competition, increased youth participation, shifts in voter turnout patterns, economic performance and demographic changes.

He cautioned, however, that these scenarios should be viewed as analytical frameworks rather than predictions.

According to him, electoral outcomes will ultimately depend on a combination of political, economic and social factors that evolve in the lead-up to the polls.

To ensure objective evaluation of governance and electoral dynamics, Oke recommended the use of measurable indicators such as budget implementation, infrastructure delivery, educational performance, healthcare access, internally generated revenue, environmental resilience, transportation efficiency, public trust and institutional effectiveness.

He emphasised that evidence-based assessments provide a more reliable understanding of voter behaviour and government performance than political speculation.

The report concluded that governance outcomes, economic conditions, voter participation, demographic shifts and public policy concerns are likely to remain the defining issues in the 2027 Lagos governorship election.

It added that credible analysis of the race should be anchored on verifiable data, institutional processes and measurable outcomes as political activities gradually gather momentum ahead of the polls.
