A House of Representatives ad hoc committee investigating the controversial Presidential Foreign Intervention Promotion Council has said preliminary evidence indicates that a purported appointment letter naming Adeniyi Adeyemi as director-general was fabricated.
The committee said evidence obtained from the State House showed that no such appointment had been approved by the Presidency.
The document examined by lawmakers was presented as an official communication allegedly bearing the authority and signature of Chief of Staff to the President Femi Gbajabiamila.
According to the preliminary report, Gbajabiamila neither issued nor signed the letter.
The committee also said the letterhead was not authentic, the reference number did not match State House systems and the language and administrative format differed materially from official correspondence.
The committee therefore concluded, on a preliminary basis, that the appointment letter had been falsely attributed to the Presidency.
That conclusion remains part of an ongoing investigation and does not in itself amount to a criminal conviction against any individual.
Lawmakers said any deliberate creation of a document purporting to establish a federal institution or appointment could warrant serious investigative and prosecutorial attention.
The committee also examined a separate document claiming to convey approval for an entity described as the Presidential Economic Advisory Council.
It said available evidence indicated that the document did not originate from the Presidency, State House or another competent federal authority.
A purported Presidential Executive Order dated February 24, 2026, was also reviewed.
The committee said preliminary evidence suggested that the document was not an authentic executive order issued through lawful presidential processes.
Lawmakers said no competent federal authority had produced an authentic record establishing the creation of the controversial organization.
The committee’s investigation is expected to continue before any final legislative conclusions or referrals are made.
