The Federal Government has invited businesses, investors, professional bodies, civil society organizations, academics, public institutions and other stakeholders to submit proposals for the Finance Bill 2027, setting September 11 as the deadline for contributions.
The call was announced in a circular issued by the Federal Ministry of Finance under the theme, Shaping Better Fiscal Laws for a More Productive and Competitive Nigeria.
Government said submissions should propose practical, evidence-based legislative or regulatory reforms capable of strengthening the fiscal framework, improving the business and investment environment and supporting sustainable growth.
The consultation covers taxation and revenue administration, including tax policy, revenue mobilization, compliance, taxpayer services, incentives, customs and excise administration and coordination among revenue agencies.
Stakeholders are also invited to make proposals on fiscal policy and management, budgeting, public financial management, debt sustainability and intergovernmental fiscal relations.
Other areas include fiscal responsibility, transparency, financial reporting, disclosure, institutional oversight and accountability.
The circular also opened the process to proposals on financial and economic regulation, capital markets, investment, cross-border capital flows, anti-money laundering rules and financial reporting requirements with significant fiscal or economic implications.
Government said contributors could recommend amendments to laws, regulations, policies or institutional arrangements that they considered obstacles to competitiveness or effective economic governance.
Priority will be given to proposals that identify gaps, ambiguities, inconsistencies or implementation difficulties in existing laws and regulations.
The ministry also wants recommendations that reduce unnecessary regulatory burdens, improve ease of doing business, strengthen productivity and curb revenue leakages and regulatory arbitrage.
Contributors were encouraged, where possible, to identify the specific law or provision requiring amendment and provide proposed drafting language.
The government said general recommendations would still be accepted, although more precise proposals would be more useful for legislative drafting.
The consultation provides an opportunity for taxpayers, businesses and policy specialists to influence the next Finance Bill before it is presented for legislative consideration.
