Federal Executive Council Approves Unified Humanitarian and Poverty Response Framework

The Federal Executive Council has approved a national framework intended to coordinate emergency assistance, social protection and poverty reduction programmes across government and development partners.

The initiative, known as the One Humanitarian One Poverty Response System, was presented to the council by the Minister of Humanitarian Affairs and Poverty Reduction, Bernard Doro.

According to the ministry, the framework seeks to address fragmented interventions that have sometimes resulted in duplicated assistance, gaps in coverage and limited support for households seeking to rebuild their livelihoods after emergencies.

Under the proposed approach, people affected by conflict, displacement and other crises would receive immediate relief, including food, shelter and healthcare, while also being connected to education, skills training, social protection and income-generating opportunities.

Doro said the intention was to move beyond short-term emergency responses and establish a structured pathway towards recovery and economic independence.

The ministry said the framework was developed with input from stakeholders and development partners at a workshop held in Abuja in March 2026 and unveiled in August.

Following council approval, the ministry plans to work with federal and state institutions, humanitarian organisations, and development partners to put the system into operation.

However, the announcement did not specify a funding mechanism, implementation timetable or publicly measurable performance targets. Those details will be important in determining whether the framework reduces duplication and improves assistance for vulnerable households.
