FG to Relocate Allottees of Defunct Dukpa Housing Scheme After 34 Years

The Federal Government has announced plans to relocate genuine allottees of the defunct Site and Services Housing Scheme in Dukpa, Gwagwalada Area Council of the Federal Capital Territory (FCT), bringing a resolution to a land allocation issue that has remained unresolved for 34 years.

The Federal Ministry of Housing and Urban Development disclosed that a final three-week verification exercise will be conducted from September 7, 2026, to validate the claims of affected allottees and other stakeholders with legitimate interests in the scheme before their relocation to an alternative site within Gwagwalada.

According to the ministry, the plots were originally allocated in 1992 by the former Federal Ministry of Works and Housing for private residential and commercial development. However, the allocations and other related interests in the area were later revoked by the Federal Government for the implementation of the National Housing Programme.

In a statement issued by the Director of Press and Public Relations, Badamasi Haiba, the ministry said the relocation process is being carried out in accordance with Section 28(2B) of the Land Use Act, Cap 202, Laws of the Federation of Nigeria (as amended).

The ministry stated that all genuine allottees would be moved to an alternative location already secured within Gwagwalada following successful verification of their claims.

“In line with Section 28(2B) of the Land Use Act, Cap 202, Laws of the Federation of Nigeria (as amended), the ministry has concluded arrangements to relocate all genuine allottees to an alternative site secured within Gwagwalada, and has scheduled a final verification exercise to authenticate claims ahead of the relocation,” the statement said.

The verification exercise will hold strictly on working days at two designated locations: the office of the Presidential Technical Committee on Land Reform in Garki II and the Department of Lands and Housing Development at the ministry’s headquarters in Mabushi, Abuja.

Affected allottees have been advised to attend the exercise with both original and photocopies of relevant documents, including letters of allocation, payment receipts, valid means of identification, sworn affidavits supporting ownership claims, and passport photographs.

The ministry also warned that only individuals whose claims are successfully verified within the stipulated period will be considered for relocation.

“Any plot or allottee not verified within the timeframe will not be included in the relocation to the alternative site,” the statement noted.

It further emphasized that there would be no extension of the verification period, urging all affected persons to take advantage of the exercise to regularise their claims and secure their relocation benefits.

The development is expected to provide long-awaited relief to allottees affected by the revocation of the Dukpa housing scheme allocations more than three decades ago.
