Head of Service Sets Up Committee to Drive Federal Civil Service Digital Reform

Head of the Civil Service of the Federation Esther Didi Walson Jack has inaugurated an 11 member Technical Working Committee to coordinate implementation of the Federal Government’s digital transformation agenda for the civil service.

The committee is chaired by Budget and Economic Planning Permanent Secretary Deborah Odoh.

It will develop the architecture, roadmap and governance arrangements needed to create a more connected, efficient and secure digital operating environment across federal institutions.

Walson Jack said the initiative followed Federal Executive Council approval of a progress report on digital transformation in the civil service.

She said the next stage required ministries and agencies to move from isolated technology projects toward a coordinated government wide system.

The committee has been asked to address policy, governance, institutional coordination, interoperability, cybersecurity, financing, staff capacity and implementation monitoring.

Walson Jack said technology alone would not deliver the reform.

She stressed that public servants also needed training, support and a workplace culture that encouraged effective use of digital tools.

The initiative forms part of reforms under the Federal Civil Service Strategy and Implementation Plan.

Government officials said the goal was to improve both internal administration and the quality of services delivered to citizens.

The committee is expected to work closely with ministries and other stakeholders to produce a practical and sustainable implementation framework.

Its first report is due within one week.

That report will provide the basis for the creation of a higher level Steering Committee to be chaired by the Head of Service and responsible for strategic oversight of the digital transformation programme.
