NIMC Gets Its First-Ever Scheme of Service as Civil Service Office Formalizes Career Structure for Identity Agency

The Office of the Head of the Civil Service of the Federation has approved the National Identity Management Commission’s first formal Scheme of Service, establishing for the first time a comprehensive institutional framework that defines staff cadres, promotion pathways, job responsibilities, qualification requirements, and professional standards for the commission’s workforce.

The approval, described by NIMC as a landmark institutional achievement, introduces new Enrolment, Card, and Commercial Cadres alongside existing career structures, deepening professional specialization within an agency whose mandate of managing the National Identification Number database for over 120 million enrolled Nigerians had grown substantially ahead of the internal governance frameworks supporting the people delivering it.

OHCSF representative Imirhe Gabriel Nwagolo said NIMC was among a select few federal agencies to have secured a dedicated Scheme of Service, describing the achievement as evidence of the commission’s commitment to strengthening its internal systems and workforce management in line with public service rules and international best practices. NIMC Human Capital Management Head Mrs. Rhoda Jackden said the commission was committed to full and effective implementation of the Scheme as part of the broader reform agenda championed by Director-General Abisoye Coker-Odusote.
