The federal government has inaugurated an inter-ministerial committee to coordinate implementation and enforce compliance with the Host Community Development Programme under the Petroleum Industry Act, bringing together the Ministries of Petroleum Resources and Regional Development alongside the Nigerian Upstream Petroleum Regulatory Commission under a single collaborative oversight structure designed to ensure that oil-producing communities receive the development resources the law mandates on their behalf.
The inauguration was presided over jointly by the Permanent Secretary of the Ministry of Petroleum Resources, Mrs. Patience Oyekunle, and her counterpart in the Ministry of Regional Development, Dr. Mary Ada Ogbe, at a formal ceremony in Abuja. The committee was established following growing concerns about inconsistent compliance with the host community development obligations that the PIA created, with several communities across the Niger Delta and other oil-producing regions reporting significant delays and shortfalls in the remittances they were legally entitled to receive.
The committee’s establishment reflects a recognition at the highest levels of government that the fragmented oversight of the programme across multiple agencies had created accountability gaps that allowed operators to delay or underpay their community development obligations without facing consistent regulatory consequences. By bringing the key supervisory ministries and the upstream regulator into a single coordinated framework, the government aims to create clearer lines of responsibility and more reliable enforcement mechanisms.
The committee is mandated to facilitate coordination and promote effective information sharing among all stakeholders in the programme in line with presidential directives. Its membership was drawn from the Ministry of Petroleum Resources, the Ministry of Regional Development, and the Nigerian Upstream Petroleum Regulatory Commission, covering the full range of regulatory and ministerial oversight over the petroleum sector’s community development obligations.
